What is an ARC review certificate — and Why does it matter?

Under EASA regulations (Part-M / Part-CAMO), an Airworthiness Review Certificate confirms that a complete airworthiness review has been carried out and that the aircraft was found to be airworthy at the time of review. An inadequate ARC review process — or an ARC issued without proper assessment — creates regulatory exposure for operators and CAMOs, and can ground an aircraft at any routine ramp inspection.



Every ARC review engagement conducted by Aerolevante Consulting covers the following technical areas in full:

Continuing airworthiness records assessment

Comprehensive review of all continuing airworthiness records: maintenance programme, task completion documentation, work orders, certificates of release to service, deferred defect status, MEL/CDL items, configuration control and modification status. Every relevant record is examined — not sampled.

Maintenance programme review

Verification that the currently approved maintenance programme is being implemented as approved, that task intervals are being respected, that any deviations or concessions are properly documented and that any alternative means of compliance are correctly approved and applied.



Mandatory compliance status verification

Assessment of full compliance with all applicable mandatory requirements: Airworthiness Directives, mandatory modifications, mandatory Service Bulletins and continued airworthiness requirements issued by the Type Certificate holder. Each item is individually assessed for applicability, compliance evidence and correct certification.

Life-limited parts (LLP) status verification

Review of all LLP records for traceability, current status and consistency between records and physical markings. Identification of any breaks in life records that would prevent ARC issuance or require further investigation before airworthiness can be confirmed.



Physical aircraft survey coordination

Coordination of the physical aircraft survey component of the airworthiness review, ensuring a structured examination of the aircraft confirms consistency with the records picture. All physical survey findings are documented and any discrepancies are assessed for airworthiness impact before the review is concluded.

How an ARC review engagement works

A structured, rigorous process from initial assessment through to the formal ARC recommendation report.

Initial aircraft & organisational assessment

We review the applicable regulatory framework, aircraft category, current ARC status, maintenance programme approval and the CAMO or approved organisation managing continuing airworthiness. This defines the exact scope and methodology for the review.

Remote records pre-review

A preliminary review of available documentation — maintenance programme, AD status list, LLP status — before the formal airworthiness review begins. This identifies any obvious gaps or concerns that need to be addressed or clarified before on-site access.

Full continuing airworthiness records review

Comprehensive on-site review of all records against the requirements of the applicable regulation. Every mandatory item, every task completion record, every certificate — assessed individually, documented systematically.

Physical aircraft survey

Structured physical examination of the aircraft to confirm consistency with the records picture, identify any undisclosed damage or defects and verify that the physical condition supports the airworthiness status claimed in the documentation.

Findings assessment & resolution

Any findings identified during the review are assessed for airworthiness significance and communicated clearly to the operator or CAMO. Where findings must be resolved before ARC issuance, we support the resolution process and verify the corrective action.

ARC recommendation report

We issue a formal technical report documenting the complete airworthiness review findings, regulatory compliance status assessment, open items (if any) and — where the aircraft meets all applicable requirements — our formal ARC recommendation. The report is structured to meet EASA regulatory requirements.



When must an ARC be renewed?

Under EASA Part-M and Part-CAMO, the ARC is typically valid for one year from the date of issue. Some aircraft may have shorter validity periods depending on the regulatory basis or specific conditions applied at issuance. Renewal must be based on a new, complete airworthiness review — not simply an extension of the previous certificate.

What is the difference between ARC issuance and ARC recommendation?

ARC issuance is performed by an organisation with the appropriate approval privilege (Part-CAMO or Part-M Subpart G with ARC privilege). An ARC recommendation is a formal technical assessment by qualified Airworthiness Review Staff (ARS) that supports issuance by the competent authority or approved organisation. What happens if findings are identified during the review?

Findings identified during an airworthiness review are classified by regulatory significance. Some findings may be resolved before the review is concluded; others may be recorded as open items with an agreed resolution plan. How long does an ARC review take?

For a well-maintained aircraft with complete and organised records, a standard ARC review typically takes 2–4 working days. Aircraft with complex records histories, recent transitions, multiple operators or identified gaps may require additional time. Remote pre-review significantly reduces on-site time and improves overall efficiency.
