What is Aerolevante Consulting and what do you do?
Aerolevante Consulting is an independent aviation technical consultancy based in Valencia, Spain, led by Carlos García — an aviation professional with over 18 years of hands-on experience in continuing airworthiness management.
We provide six core services to Operators, Lessors, CAMOs and MROs across Europe: aircraft transition support, pre-purchase and mid-lease inspections, ARC reviews, independent CAMO audits, technical records review, and on-site technical representation.
The key word is independent. We hold no MRO affiliations, no supplier agreements and no commercial relationships that could influence our technical judgement.
Who is Carlos García and what is his background?
Carlos García is the founder and principal consultant of Aerolevante Consulting. His career began in 2007 as a Maintenance Control Engineer and has spanned the full continuing airworthiness lifecycle: Maintenance Control Engineer (2007), Technical Records & Maintenance Planning Engineer (2010), Aircraft Transitions Specialist (2014), Airworthiness Review Staff and CAMO Compliance Auditor (2018), and founder of Aerolevante Consulting (2025).

Do you work in Spanish as well as English?

Aircraft transitions
What does an aircraft transition involve technically?
A technical transition covers the full scope of work required to confirm an aircraft is compliant and ready for entry-into-service or redelivery: complete review of all maintenance records, verification of continuing airworthiness status, line-by-line AD/SB compliance verification, maintenance programme bridging, LLP status verification, multi-party coordination between lessor, operator, MRO and authority, and a final condition report ready for lessor sign-off.
How long does an aircraft transition take?
Aircraft transitions typically take between 2 and 8 weeks depending on aircraft complexity, records condition and the scope of maintenance work required. Early engagement significantly reduces delays — our remote pre-review of records before on-site access identifies gaps early, preventing wasted time.
When is the right time to engage a transition consultant?
As early as possible — ideally before the lease agreement is signed or as soon as the transition date is confirmed. Early engagement allows us to review technical requirements before they become binding obligations and identify issues when there is still time to negotiate resolution.
What do we receive at the end of a transition engagement?
A structured Transition Technical Report containing: executive summary of airworthiness status and key findings, AD/SB compliance status matrix, LLP status and traceability summary, physical condition findings (photographed and documented), open items register prioritised by regulatory and commercial impact, maintenance programme bridge documentation, and engine and APU status summary.
Can you help if a dispute has already arisen between lessor and operator?
Yes. Independent technical assessment is often the most effective way to resolve or de-escalate technical disputes at delivery or redelivery. We provide an objective technical evaluation of the aircraft's condition and records, and produce findings that both parties can use as a factual basis for resolution.
Pre-purchase inspection
What is the difference between a pre-purchase inspection and a mid-lease inspection?
A pre-purchase inspection is commissioned by a potential buyer before aircraft acquisition to verify the true technical condition and commercial value of the asset. A mid-lease inspection is commissioned by a lessor or aircraft owner during an active lease to verify the aircraft is being maintained in accordance with contractual and regulatory requirements, protecting asset value before reaching redelivery.
How long does a pre-purchase inspection take?
Depending on aircraft type and records condition, a pre-purchase inspection typically takes 3 to 10 working days. Early engagement reduces the overall timeline and significantly improves negotiating leverage for the buyer. We conduct a remote pre-review of the digital records package before attending the aircraft to improve efficiency.
What does a pre-purchase inspection report contain?
Our inspection report contains: executive summary with key findings and commercial exposure in plain language, airworthiness status compliance matrix, physical condition findings (photographed and documented), LLP status table component by component, open items register prioritised by regulatory and commercial impact, risk-rated findings and recommendations for what to request the seller to resolve before closing.
Do you need physical access to the aircraft to conduct an inspection?
A complete pre-purchase inspection requires both a physical survey of the aircraft and a review of the technical records. We begin with a remote review of the digital records package, which can identify significant issues before incurring the cost of travelling to the aircraft.
Can you conduct inspections anywhere in Europe?

ARC review
What is an Airworthiness Review Certificate (ARC)?
An ARC is a mandatory EASA airworthiness document confirming that a complete airworthiness review has been carried out and that the aircraft was found to be airworthy at the time of review. It must be issued or recommended by a suitably approved organisation, based on a complete review of all continuing airworthiness records, supported by a physical survey of the aircraft, and renewed typically on an annual basis. An inadequate ARC review process can ground an aircraft at any routine ramp inspection.
What is the difference between ARC issuance and ARC recommendation?
ARC issuance is performed by an organisation with the appropriate approval privilege — a CAMO with Part-CAMO approval, or a Part-M Subpart G approved organisation. ARC recommendation is a formal technical assessment by qualified Airworthiness Review Staff (ARS) that supports issuance by the competent authority or approved organisation.
When must an ARC be renewed?
Under EASA Part-M and Part-CAMO, the ARC is typically valid for one year from the date of issue. Renewal must be based on a new, complete airworthiness review — not simply an extension of the previous certificate. We recommend engaging us at least 4 to 6 weeks before the ARC expiry date.
What happens if findings are identified during the ARC review?
Findings are classified by regulatory significance. Some may be resolved before the review is concluded; others are recorded as open items with an agreed resolution plan. The ARC cannot be issued or recommended until all findings that affect airworthiness are properly addressed. How long does an ARC review take?
For a well-maintained aircraft with complete and organised records, a standard ARC review typically takes 2 to 4 working days. Remote pre-review of the records package before on-site access significantly reduces the time required on-site and improves overall efficiency.
CAMO audits
When do you need an independent CAMO audit?
An independent CAMO audit is typically triggered by: regulatory preparation (identify and close gaps before an authority inspection), internal compliance concerns, change of Accountable Manager, fleet expansion, post-authority finding review, or when your organisation simply wants an objective baseline assessment of its compliance status.
How is an independent CAMO audit different from the authority's inspection?
An authority inspection is a regulatory oversight activity that can result in formal enforcement action. An independent CAMO audit by Aerolevante Consulting is a voluntary assessment commissioned by your organisation. It applies the same regulatory lens but with a collaborative, improvement-focused methodology — giving you the opportunity to identify and close issues before they become authority findings. Findings are reported exclusively to you and are confidential.
What audit formats are available?
Full System Audit (2–3 days on-site) — Complete assessment against EASA Part-CAMO. Covers all 10 audit areas. Ideal for baseline assessment or regulatory preparation.
Targeted Area Audit (1–2 days on-site) — Focused assessment of a specific CAMO function such as records management, SMS, AD management or subcontractor control.
Follow-Up Audit (1 day on-site) — Verification that previously identified non-conformities have been effectively closed.
How are audit findings classified?
Level 1 — Immediate action required. A significant non-compliance posing a direct threat to flight safety or a serious regulatory breach.
Level 2 — Corrective action required. A non-compliance that requires structured corrective action within an agreed timeframe.
Observation — Improvement recommended. An area representing a vulnerability that could develop into a future compliance issue.
What does the audit report contain?
Every CAMO audit delivers a structured report including: executive summary with risk-rated findings, detailed findings register with regulatory reference and recommended corrective action, observations and areas of good practice, prioritised improvement plan with recommended timelines, and optional benchmarking against similar CAMO organisations.
Technical records
Why is an independent technical records review necessary?
In aviation, if it is not documented, it did not happen. Technical records are the foundation of continuing airworthiness — they prove the maintenance history, establish LLP traceability, demonstrate AD compliance and define the aircraft's configuration at any point in time. Problems in technical records are rarely obvious from the inside. An independent reviewer identifies gaps before they surface during audits, transitions or aircraft disposals — where the cost is exponentially higher.
What specific documentation does a records review cover?
Maintenance records (work orders, task cards, certificates of release to service, deferred defects), Life-Limited Parts records (traceability from birth certificate to current status), configuration control, AD/SB status documentation, maintenance programme documentation (current approved programme and task completion), and engine and APU technical records (shop visit records, module status, life tracking).
Can a records review be done remotely?
Yes. We work remotely on digital records packages and on-site when physical access is required. Remote review is often the most efficient starting point — it allows us to identify gaps and priorities before committing to an on-site visit, saving time and cost.
When is a technical records review most critical?
Before or during an aircraft transition (to prevent redelivery disputes), before an ARC review (to ensure it proceeds without delay), before an aircraft acquisition (as part of due diligence), before a CAMO or authority audit (to identify and close gaps beforehand), and during ongoing operations as a periodic quality check on records management standards.
Technical representative
What does an on-site technical representative actually do?
An on-site technical representative acts as your eyes and ears at the MRO. This covers: work scope control (verifying agreed maintenance scope is executed as planned), quality oversight (independent verification of maintenance quality, certification practices and documentation), technical issue resolution (on-the-spot assessment when unexpected findings occur), and communication and reporting (regular structured updates on event progress and decisions required).
When is an on-site technical representative most valuable?
During a major maintenance check (C-check, D-check, structural inspection), during aircraft delivery acceptance, during redelivery, during a lease transition involving maintenance overlap, during AOG events requiring independent oversight, during special projects (modifications, conversions, STC implementations), and when your organisation lacks local presence in the country where maintenance is performed.
